Summary
SubmitTaskCompleteHandlerin the shared Web/headless Code tool registryThe task executor already advertises
submit_task_completeand uses it as the terminal handshake. Without this registration, otherwise successful implementation tasks fail before dispatch and continue consuming model turns.Fixes #458
